windows error: cannot delete file because it is in use by another process

Download Handle (part of Windos Sysinternals) from
http://technet.microsoft.com/en-us/sysinternals/bb896655.aspx

Then execute from cmd.exe:
> handle foo
Returns all the processes using foo (it can be a folder or file). And
not kill them!
